Tropical Storm Barry Restrictions Personal Lines

Commercial Lines Binding Restrictions (Carrier Specific)

The following Property Underwriting Moratorium is effective immediately for Arkansas, Louisiana, and Mississippi:

• No new property coverage (property, inland marine, automobile physical damage or equipment breakdown) can be quoted.

• Outstanding new business quotes may be withdrawn from binding coverage at the discretion of the Business Unit Leader and with the agreement of the production source.

• Existing policies will not be endorsed in any way that impacts loss related coverage such as increasing limits, adding new locations, lowering deductibles, etc.

• Once the moratorium is officially lifted or canceled, coverage cannot be backdated to provide coverage during the moratorium period.

Due to Topical Storm Barry approaching, effective immediately until Wednesday July 17th, we are suspending the quoting and/or binding of all 'New' and 'Endorsement' transactions for our Property Package Products for the states of Louisiana, Mississippi , and Arkansas.

Suspension of quoting and/or binding ONLY affects the Property coverage part and it takes effect immediately whenever the National Oceanic and Atmospheric Administration ("NOAA") issues a hurricane, tropical storm or forest "Fire Weather Warning" (a.k.a "Red Flag Warning") in the affected area.

To all agents with Alabama, Louisiana, Mississippi and Texas Authority

Property binding authority is temporarily suspended for new business, increases on existing property limits and/or renewals with lapse (renewals without lapse are acceptable). This suspension applies to all properties within 150 miles of the coastline under watch or warning, as a result of:

Tropical Storm Barry- This restriction will end 48 hours after the cancellation of the watch or warning by the National Weather Service.


Effective immediately, an underwriting moratorium is now in effect related to Named Storm Barry for the following areas:

Louisiana – ENTIRE STATE

Mississippi – Counties of Adams, Amite, Forrest, Franklin, George, Greene, Hancock, Harrison, Jackson, Jefferson, Jefferson Davis, Lamar, Lawrence, Lincoln, Marion, Pearl River, Perry, Pike, Stone, Walthall, Wilkinson

Texas – Counties of Chambers, Galveston, Hardin, Harris, Jasper, Jefferson, Newton, Orange, Panola, Sabine, San Augustine, Shelby, Tyler

Under the moratorium:

• Authority is suspended as respects any increase of property/inland marine limits or quote/bind for new property/inland marine coverages (other than quotations that have already been released) for any risk located within the area noted above. The following exceptions apply:

o Underwriters are allowed to bind coverage for new business risks that exclude coverage for Wind/Hail or Flood during the moratorium.

• Renewals may be bound, provided that:

• Property coverage limits are increased by no more than 5%; and

• Flood, inundation, back up and mudflow are excluded.

• Endorsements may be processed, provided that:

• The endorsement request was received by Westchester prior to the effective date of this communication; and

• All underwriting guidelines are followed. These restrictions will expire at midnight on July 26, 2019, at which time current authority grants will be restored. These restrictions may be subject to further revisions should the path of the storm change.

Atlantic Casualty

Due to Tropical Storm Barry, please suspend the binding of all property, inland marine and garage physical damage coverage on new business or additional locations on existing policies, in all areas where the National Weather Service has issued a hurricane or tropical storm warning or watch.

The suspension will remain in effect 24 hours after said warning or watch has been officially lifted.

Effective immediately (July 12, 2019 9am EST) for Louisiana:

Due to Tropical Storm Barry, all binding authority is suspended for Property, Inland Marine, Auto Dealers/Garage Physical Damage and Garagekeepers business. This moratorium applies to the binding of any new business as well as new additions and/or exposure or limit increases to existing policies


All moratoriums remain in effect until they are officially lifted through written correspondence and are subject to change based on the course of the storm.
